Title 1 Status indicates whether or not a school is eligible for targeted or school wide supports pursuant to Title 1. Schoolwide Title 1 Programs are for schools in which the poverty rate is 40 percent or higher. Targeted assistance programs are Title I schools with less than the 40 percent schoolwide threshold or schools who choose not to operate a schoolwide program.

The display indicates the status of participation in the federal Title I financial assistance program for schools with high numbers or percentages of children from low-income families. There are four possible values displayed:

  • Not a Participant in Title One Program. These schools are not eligible to participate.

  • Eligible, but Not a Participant in Title One Program.

  • Targeted Assistance Title One Program. Title I funds provided to these schools may only be used to provide targeted support to eligible students. For more details see Context.

  • Schoolwide Title One Program. Title I funds are provided to these schools for support of comprehensive program reform. For more details see Context.

Title I, Part A (Title I) of the Elementary and Secondary Education Act, as amended (ESEA) provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.

The display shows the building’s Title I status. There are four possible values:

  • Not eligible for Title I support

  • Eligible, but not participating: Schools with this label qualify for federal Title I program support but are not participating in the program.

  • Targeted: In a Title I, Part A targeted assistance school(s), Title I funds may only be used to provide supplemental instructional services to eligible children identified as having the greatest need for special assistance. Eligible children are children identified by the school as failing, or most at risk of failing, to meet the challenging state academic standards on the basis of multiple, educationally related, objective criteria.

  • Comprehensive: Schoolwide programs are not districtwide and must be planned for and implemented at each individual school building (also known as attendance center) in the district. A Title I, Part A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school with a poverty percentage of 40% or more in order to improve the achievement of the lowest-achieving students.
