The Local Capacity Target (LCT) is a component of a district’s calculated Resources. LCT represents an estimation of what a district’s local expected contribution to the cost of education should be. This is calculated through various steps that consider the district’s local property wealth or Equalized Assessed Valuation (EAV) and simulated tax revenue or Real Receipts.
